ATP Benefit-Cost Tool

The ATRC is working with UC Davis to develop a tool to evaluate the costs and benefits (B/C) of active transportation projects as a part of ATP project evaluation. The costs that will be addressed include all projects costs as estimated by ATP applicants, and the benefits that will be computed by the tool will be determined by an exhaustive literature review and stakeholder involvement. The tool will utilize a simplified benefit and cost framework that provides an ability to compare competing projects across a range of benefits rather than explicitly quantifying every benefit in monetary terms for a given project. Although the tool will be built for the specific purpose of ATP project comparison, it will also serve as a tool for cities and counties to use to compare projects within their specific jurisdictions.
