The Active Transportation Program (ATP) Non-Infrastructure (NI) Guidance is provided to assist agencies in understanding eligible and ineligible non-infrastructure expenditures under the ATP. The Guidance is used in scoping ATP NI projects for ATP applications, developing workplans (25-R), and for reference throughout implementation of the project. We are seeking feedback from local agencies on the current NI guidance, to be updated for use in Cycle 8 of the ATP program. Please utilize this form to provide feedback by October 31, 2025.
