The California Active Transportation Data Portal (CAT Data Portal) was developed to collect, store, and visualize bicyclist, pedestrian, wheelchair, and other micromobility device volume counts for infrastructure and planning projects across California.

This data portal is expected to serve the following purposes:

  • Provide a standardized methodology for pre and post counts required by the Active Transportation Program (ATP)
  • Store data for agencies to use in the development of seasonal adjustment factors for short duration counts, and other modal analysis
  • Provide an open data set for researchers interested in analyzing trends in bicycle and pedestrian trips and mode shift
  • Support active transportation planning by providing a “one-stop-shop” of data commonly used in active transportation planning

Alongside the CAT Data Portal, standardized guidance for collecting bicycle and pedestrian count data across the state will be developed. The guide will include methodology to determine project level counts for ATP projects.
